On the Windows platform, if you are not logged in as a member of the administrator group, it might happen that PDF file format is not listed in publisher as a choice when using the 'Save files' publishing method.
Technical background:When you start ArchiCAD or PlotMaker, a temporary printer driver is installed for publishing PDF files. These printers also show up in the installed printers list while ArchiCAD or PlotMaker is running:

To be able to install a printer driver, you must be an administrator, or you must be a member of the Power Users group and have the ” Load/Unload Device Drivers” privilege, which is a Group Policy setting. If you do not have this right, ArchiCAD / PlotMaker will be unable to initialize the 'save as PDF' option.
To grant the necessary privilege for a non-administrator user, please follow these steps:- Go to Control Panel/Administrative Tools/Local Security policy
- Select Local Policies folder then User Rights Assignment folder in the tree on the left side
- Search “Load and unload device drivers” row and double-click on it
- Click the “Add User or Group” button

- Click the Object Types dialog and check the “Groups” item to be able to identify Group names. Hit OK.
- Type 'Power Users' (without quotes) into the object names field. Hit 'Check Names' button when finished. The name will be substituted with the full domain name.
- Now Power Users on the workstation where you set this privilege will be able to publish PDF.
